The second edition of the Forum was dedicated to the memory of Peter Benenson, founder of Amnesty International, and Rosa Parks, one of the first civil rights activists in the United States. |

It was hosted in the Nantes Métropole International Convention Centre. This second Forum took place the year of the 40th anniversary of the adoption of the International Covenants on Civil and Political Rights and on Economic, Social and Cultural Rights by the General Assembly of the United Nations. It gathered around 1,200 people from 80 different countries.
The Scientific Committee of the second Forum chose three main topics that were presented during the plenary sessions and further discussed, along specific topic lines, in round tables and workshops. All categories of actors were asked to propose topics for the organisation of round tables and workshops.
These three main topics were:- 1. Discriminations and diversity (discrimination in a worldwide context of cultural diversity).
- 2. Economic globalisation and Human Rights.
- 3. Responsibilities and solidarities.
