Intergovernmental Oceanographic Commission
Mr. Elie Jarmache from France is a marine lawyer, an expert in international marine law and especially in the Law of the Sea. His association with the Commission started in the middle of 80ies when he was one of key persons in the formulation of the DOSS programme. As a follow up to DOSS recommendations he was instrumental in implementing efforts which brought the IOC to the establishment of the group of Experts on the Law of the Sea in 2000. Since the year of establishment till today he is the Chair if this Group. As a respected and well known lawyer he was included in a group of independent experts to make the evaluation of the IOC role and place within UNESCO. His contribution was highly acknowledged. Today he is a legal adviser to the Secretary General of the Sea of France.
