Dr. Ray Griffiths, a marine biologist, was assigned by FAO to the IOC in 1973 under ICSPRO agreement to head, initially, Marine Pollution Research and Monitoring unit. Later he became the Head of the Co-ordination and Information unit. He was the IOC Technical secretary for five IOC regional subsidiary bodies and, finally, for the Task Team on Implications, for the Commission, of the UN Convention of the Law of the Sea, and the New Ocean Regime. In 1989, he was recalled by FAO to Rome to become Secretary of the FAO General Fisheries Council for the Mediterranean. He resigned in 1991, establishing himself, once again in Paris, as an independent consultant.
