    One of Kyrgyzstan's most important tasks is support of talented young people and the creation of conditions for their development.

    The Sub- regional Consultation for the Future Development of the International Chemistry Olympiads, held Bishkek, Kyrgyzstan, 24-25 November 2003, was attended by the representatives of the following governmental and international organizations: Ministry of Education and Culture of the Kyrgyz Republic, Commission for Education and Culture under the President's Administration, Social Policy Department of the Prime Minister's Office, Parliament of the Kyrgyz Republic, State Agency for Science and Intellectual Property, National Academy of Sciences, UNDP, UNICEF, TACIS, World Bank, Asian Development Bank, USAID, Soros-Kyrgyzstan Foundation, NGOs and Mass Media. Specialists from Russian Federation, Kazakhstan, Tajikistan, Turkey and Kyrgyzstan also took part in the consultations.

    Objectives of the Sub-regional Consultation:

    • To develop cooperation between countries, institutions, organizations, projects and programmes aimed to support talented children
    • To benefit from experience gained by foreign colleagues in the selection and preparation of talented children for the International Olympiads
    • To provide conditions for the development of talented children (psychological, pedagogical, financial, organizational etc.)
    • To create the Association of Centres supporting talented children in the filed of mathematics and natural sciences in Central Asia and Kazakhstan.

    The participants of the Subregional Consultation discussed the following problems:

    • Improvement of the level of the National Olympiads in mathematics and natural sciences
    • Development of the Olympiad movement for mathematics and natural sciences
    • Training of talented children for International Chemistry Olympiads and resolution of organizational and financial problems
    • Use of the experience gained by other Olympiad Centres for the development of talented children in the field of natural sciences in Russia, Kazakhstan, Turkey and Tajikstan
    • Improvement of school teaching in mathematical and natural sciences
    • Development of English as a working language of the International Olympiads
    • Establishment of the Association of Centres supporting talented children in the field of natural sciences
    • Establishment of a Centre to support talented children in the field of natural sciences and mathematics within the Kyrgyz Republic.

    All the participants noted the following:

    • Decreasing interest of school pupils in mathematical-natural sciences as well as decrease in number of students entering  universities to study these disciplines
    • The CIS countries need more highly qualified specialists and engineers
    • In Kyrgyzstan there are not enough material and technical facilities for the development of talented children and their preparation for the International Olympiads
    • Universities and further education courses do not provide professional training to teachers, psychologists and organizers to work with talented children;
    • There is no Scientific-Coordinating Centre in Kyrgyzstan for preparation of pupils and organization of the Olympiads
    • There are no material-technical facilities in Kyrgyzstan to prepare school pupils for and to organize the Olympiads
    • The financing is insufficient for the school teams for the Olympiads and the Olympiads themselves
    • As well as university teaching, the Jury should also include leading teachers from Kyrgyz provinces and specialists from the Kyrgyz Academy of Education;
    • National and International Olympiad prize-winners should be dispensed from "republican testing".
    • Brochures should be published (printed and electronically) containing various levels of Olympiad assignments in both Russian and Kyrgyz. A web site should be created to this end.
    • It is necessary to improve the school team selection system for participation in the international Olympiads,
    • La creation of a  Centre for talented children based at the Kyrgyz Academy University is agreed upon. 
    • The Ministry of Education is requested to accept Olympiad Prize-winners in relevant universities, fees to be paid for by the governmnent
    • The Ministry of Education is requested to send International Olympiad prize-winners to study abroad
    • More emphasis should be put on English as the International Olympiads working language.
