Guaranteeing quality education to youths and adolescents remains an unfulfilled task in the region. Achieving this goal implies having access to an equitable, pertinent and efficacious education which ensures not only access to secondary education, but also the opportunity of completing this level, and acquiring in the process, abilities and skills that will shape them into committed citizens who share equal professional, personal development and employment opportunities.
The OREALC/UNESCO Santiago supports countries in the elaboration of policies that are sensitive to the educational needs of youths and adolescents and break away from the notion that secondary education is merely a path that leads to higher education or the labour market. Making this shift requires a collective and social construction predicated on integrated and on-going collaboration.
In order to meet this need, OREALC/UNESCO Santiago created the Regional Permanent Forum of Secondary Education. Its objective is to encourage discussion, exchange and analysis of common problems associated with secondary education in the region. The Observatory for Secondary Education Policies and Reforms - a knowledge generation space that provides updated information on changes and trends at the regional and global levels - created as an offshoot of the Forum, contributes importantly to decision-making in the countries of the region.
