In terms of educational management, the availability of relevant information which closely reflects the needs and commitments adopted in international agreements and national educational agendas is both critical and necessary. The Education Statistical Information Systems thus become key mechanisms since they provide the evidence that feeds the decision-making process, and contribute to grant educational management greater transparency and accountability.
Within the context of Latin America and the Caribbean, the OREALC/UNESCO Santiago-led Regional Programme on Education Statistics, coordinated jointly with UNESCO Institute for Statistics (UIS), represents the concretion of more than two decades of work undertaken in the region by UIS and the Regional Bureau as specialised agency responsible for producing statistics in the fields of education, science, technology and communication. Across the region, it operates through the Regional Information System (SIRI, by its Spanish acronym) created in the framework of the Major Project of Education in Latin America and the Caribbean (1980-2000), and revisited in the Follow-up Model of the Regional Education Project for Latin America and the Caribbean (PRELAC), as one of the networks that would contribute to the achievement of the Education for All (EFA) goals. SIRI constitutes the main liaison point for all the region's national education statistics offices.
The programme's major objective is to help generate, collect, use and disseminate the region's educational information as a first and necessary step in the process of enhancing the efficiency of educational systems, and bringing closer to home the desired objective - quality education for all. Additionally, it supports countries in identifying their information needs and improving the statistical process so as to promote the use of policies based on strong evidence at the regional and national levels.
