Substantial improvements or changes in education occur in schools and classrooms, since this is the where educational reforms and policies are put into practice. However, change does not happen mechanically as it requires leaders that visualise a different future and are capable of steering educational communities towards that goal.

The OREALC/UNESCO-led Leadership Programme addresses this issue through multiple actions: providing school leadership training to school directors and teachers in general; providing technical support programmes on development of leadership skills to teachers, school directors, supervisors, officials, and student leaders of UNESCO Member States; and, organising horizontal cooperation and experience exchange initiatives through the Educational Leadership Network.

Educational activities for educators interested in the field of school leadership are implemented under the modality on line (open) courses, and face-to-face instruction in the framework of agreements between this Office, and universities, non-governmental organisations and ministries of education.
