A Capacity Development Workshop on M&E Framework and System of the Recurrent Education Organized in Dili, Timor-Leste

Around a hundred (100) participants, consisting of national Technical and Pedagogical Trainers of the National Directorate, District and Sub-district Coordinators and a representative
of the Education Management Information System (EMIS)Unit of MoE, attended the 3-day Capacity Development Workshop on Monitoring and Evaluation (M&E) Framework and System of Recurrent Education organized by UNESCO in coordination with the National Directorate for Recurrent Education of the Ministry of Education.

Conducted on 28-30 September 2011, the workshop was to enhance and build the capacity of the National Directorate in understanding a M&E system that provides accurate and timely performance indicators to key decision makers for rationalizing education planning and implementation of recurrent education programmes.

The workshop was organized as part of the key interventions to enhance and build the capacity of the National Directorate for Recurrent Education of the Ministry of Education within the framework of CapEFA Project. Specifically, it was aimed for the participants to acquire knowledge and skills in understanding M&E in recurrent education; to conduct a critical assessment of the existing M&E framework and system in recurrent education; to develop an M&E framework and system in recurrent education; and, to acquire knowledge and skills in implementing the M&E in recurrent education.

The workshop was officially opened by Director General
of Basic Education, Innovation and Development; Mr. Domingos
Maia who emphasized that monitoring and evaluation of
programmes, specifically for non-formal education sector
was to ensure quality education. The participants were
welcomed by the Director of the National Directorate of
Recurrent Education, Mr. Filomeno dos Reis Belo and Dr. Nestor
Balmores, CapEFA Consultant provided a brief remarks about
the workshop representing UNESCO Jakarta Office and UNESCO
Dili Antenna Office.

Three (3) key resource persons for the workshop were Dr. Nestor Balmores who shared the “Concept of Monitoring and Evaluation and its Role in Organizational Effectiveness” and “Monitoring and Evaluation System in Recurrent Education: A Proposed Framework”. Mr. Roshan Bajracharya of UNESCO Bangkok Office talked about “Developing Reporting Mechanisms and Tools” and “Different Methods for Obtaining Information on Indicators”; while Mr. Remegio “Redj” Alquitran, another CapEFA Consultant discussed about “Implementing an M&E System”. A significant output of the workshop was a draft M&E framework and system for Recurrent Education that will be submitted to the National Directorate for Recurrent Education for possible adoption and implementation.
