Background

Terms of reference:

Under the overall supervision of the Director and the direct supervision of the Communication and Information Focal Point, the incumbent shall be responsible to:

 To maintain regular communication with Provincial Coordinators and District Coordinators to ensure effective/efficient field operation

 To facilitate regular coordination and information sharing among Provincial Literacy Centers (PLC), District Literacy Centres (DLC) and staff of the Literacy Department of Ministry of Education

 Ensure that all aspects of the UNESCO work plan are implemented in a timely manner.

 Assist all stakeholders to follow the work plan

 Design a plan for ERTV capacity development with the Director of ERTV and educational media organization and ensure itís followed up

 Plan and conduct training for TED staff leading to the selection of staff members for work on the INSET radio and TV course.

 Work with the management of ERTV to oversee the enhancement of skills of key production, technical and management staff, and to deliver the agreed number of high quality teacher education programs on schedule.

 Report regularly to MoE /UNESCO on the progress of the reforms of ERTV as agreed by the Ministry of Education/UNESCO work plan.

 Advise on the training needs of key production/ writing staff in ERTV and Capacity Building Organization

 Advise the education media organization on management on issues relating to the quality of the TV and radio programs, and assist where required in taking appropriate action with their work with AV support modules production

 Write a final report on the completion of the work plan and its outcomes.

 Review a selection of complete radio and video programs produced by ERTV and then advise on areas that need improvement.

 Work with TED, ERTV and the education media organization to
 develop the content planner for the four AV support modules until the end of the project
 review key educational points (KEPS) for live broadcasts
 develop specific topics within each AV support module.
 Write a work plan for ERTV, TED and the education media organizationís education advisers


Qualifications and experience required:

 Preferably Masters degree in Education or Social Sciences/Bachelor degree holders with substantive work experience could also be considerable

 3-5 years progressively responsible experience in the field of formal education, including primary, secondary, post secondary adult education, distance learning and teacher education

 Experience of consultation with government, UN Agencies and NGOs

 Language: Fluency in both written and oral in English, Pashto and Dari is an Asset

 Competencies: Problem solving, planning and organizing, managing processes with efficiency and accuracy, excellent interpersonal skills, teamwork, initiative and creative.
