Ratification par les Etats-Unis d’Amérique de la Convention internationale contre le dopage dans le sport (Paris, 19 octobre 2005)Le 25 août 2008, les Etats-Unis d’Amérique ont déposé auprès du Directeur général leur instrument de ratification de la Convention internationale contre le dopage dans le sport. L’instrument contenait les déclarations suivantes :
“The Senate of the United States of America by its resolution of July 21, 2008, two-thirds of the Senators present concurring therein, gave its advice and consent to ratification of the Convention subject to the following understanding:
It is the understanding of the United States of America that nothing in this Convention obligates the United States to provide funding to the World Anti-Doping Agency.
The Senate’s advice and consent is subject to the following declaration:
Pursuant to Article 2 (4), which defines “Athlete” for purposes of doping control as “any person who participates in sport at the international or national level as defined by each national anti-doping organization and accepted by States Parties and any additional person who participates in a sport or event at a lower level accepted by States Parties”, the United States of America declares that “Athlete” for purposes of doping control means any athlete determined by the U.S. Anti-Doping Agency to be subject to or to have accepted the World Anti-Doping Code.” [original: anglais].
Conformément aux dispositions de son article 37, la Convention entrera en vigueur à l'égard des Etats-Unis d’Amérique le premier jour du mois qui suit l’expiration d’un délai d’un mois après la date du dépôt de cet instrument de ratification, c'est-à-dire le 1 octobre 2008.
