L’UNESCO contribue à la reconstruction de l’Afghanistan en soutenant les efforts des Afghans dans leur quête de paix, de sécurité et de développement.
Les bases de l'approche de l’UNESCO dans la crise afghane repose sur la nécessité d'aider l’Afghanistan à se prendre en charge.
Le leadership du processus de réhabilitation et de reconstruction doit demeurer aux mains des Afghans.
Si l'aide externe est à ce stade indispensable, tout ce qui peut être fait en faveur de la paix et de la sécurité doit être développé et soutenu de l'intérieur.
Les actions de l'UNESCO sont ainsi conçues pour que l'Afghanistan prenne les rênes de sa propre destinée.
