At its sixth meeting (The Hague, Netherlands April 2002), the Conference of Parties (COP) of the CBD adopted a programme of work based on recommendations and proposals of three sessions of a consultative working group of experts organized by the CBD, UNESCO and IUCN.  

Decision VI/19 of the COP-CBD recognizes that communication, education and public awareness are essential elements for the successful and effective implementation of the Convention. Among the operational clauses of the decision is that urging UNESCO to develop a plan to integrate biodiversity into all levels of formal education.
