 General Committee

The Chairperson of the Executive Board or, in his or her absence, a Vice-Chairperson shall participate in meetings of the General Committee, but without the right to vote. The President of the General Conference shall preside at the General Committee. If he or she is unable to attend a meeting, the provisions of Rule 31 shall apply.

Functions of the Committee

The functions of the General Committee are:

  • to fix the hour, the date and the agenda of plenary meetings of the Conference;
  • to coordinate the work of the Conference, its committees, commissions and other subsidiary organs;
  • to consider requests for new items to be put on the agenda and make a report on this subject to the General Conference in accordance with Rule 15;
  • to assist the President in directing the general work of the session.
In carrying out the above-mentioned functions, the General Committee shall not discuss the substance of any item except in so far as this bears upon the question whether it should recommend the inclusion of new items in the agenda.
