The Millennium Challenge Account: A Policy Paper From InterAction This paper offers a set of recommended guidelines for the design and implementation of the Millennium Challenge Account for overseas development, announced by President Bush in March 2002. The paper was developed through consultations with our membership. We hope it will serve as an important resource for policymakers as they craft this new initiative. Our InterAction community looks forward to an open and constructive ongoing dialogue with the Administration and the Congress on the Millennium Challenge Account in the months ahead.
