Nurturing the democratic debate.  
Many negotiations between countries about the return of cultural property are hampered by legal disparities, conflicting national interests and lack of infrastructure for conservation.
This meeting will aim to come up with practical ways to obtain repatriation of cultural property illegally taken out of the country of origin during colonial periods or wars, as well as strengthening identity and worldwide cultural cooperation in the spirit of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, adopted by UNESCO in 1970.
