"Special procedure" to increase the participation of National Commissions
Document 161 EX/40, submitted in accordance with 30 C/Resolution 59 and 30 C/Resolution 83 (Part II) as well as 159 EX/Decision 7.4
 
By means of those legal instruments, the Secretariat is requested to increase the participation of National Commissions in the execution of UNESCO's Programme through the establishment of a "special procedure". Answering to this request, the document contains two parts.

Part I recalls the background of this matter, reviews certain policy considerations and outlines possible future aspects of National Commissions' role in relation to UNESCO's decentralization process.

Part II tackles current arrangements for securing accountability for Programme activities undertaken by National Commissions for UNESCO. It compares them with standard United Nations practices and then suggests revised procedures to bring UNESCO into line with the latter.
