The volumes, edited by UNESCO’s Office of International Standards and Legal Affairs, were put together as a follow-up to the Symposium entitled “UNESCO: Sixty Years of Standard-Setting in Education, Science and Culture,” organized in March 2006, in which UNESCO’s standard-setting practices and experiences were the subject of scholarly discussion.
The essays in Volume I “Normative Action in Education, Science and Culture” offer a scholarly analysis and assessment of the impact of the UNESCO standard-setting instruments on the evolution and development of International Law.
Volume II, which contains a compilation of “Conventions, Recommendations, Declarations and Charters adopted by UNESCO (1948-2006)” brings together for the first time, in an easy-to-consult book form, the texts of all UNESCO standard-setting instruments adopted since 1946.
In his opening remarks, the Director-General noted that “Standard-setting is one of the main functions of UNESCO as defined in its Constitution and is an important tool for realizing the objectives of the Organization. Since its creation, UNESCO has adopted a total of 35 Conventions, 31 Recommendations, and 13 Declarations in all its fields of competence, which represents 79 normative actions altogether.”
Mr Matsuura went on to note that “these publications will serve as an invaluable reference for diplomats, policy-makers, practitioners, scholars, and students interested or involved in the activities of UNESCO. They also make UNESCO’s normative action easily accessible to a larger public.” He concluded his remarks by officially launching the two volumes.
