177th Session of UNESCO’s Executive Board: The Director-General hails the consensus obtained for his budget proposals

On 4 October 2007, in his response to the general policy debate of the 177th session of UNESCO’s Executive Board (see Flash Info n° 126-2007), Mr Koïchiro Matsuura hailed the consensus established in favour of his proposals for a budget ceiling of $631 million for the (2008-2009) biennium.

Addressing the members of the Executive Board, he declared: “You have unanimously endorsed my proposal for an overall appropriation of $631 million. (…) I am pleased that our Organization’s spirit of consensus, which constitutes its strength, has been carefully preserved. Your general support has rekindled my hopes of loosening somewhat the budgetary straitjacket into which the Organization has been locked for all too long and which paradoxically deprives it of the resources required to meet your great expectations.”

The Director-General went on to address the issues raised by the Board during the previous two days of general policy debate. On this occasion, the following themes were evoked: the role of UNESCO in the United Nations reform; the programme strategies and intersectorality; the financial and human resources allocated to the Organization’s priorities, notably with regard to Education, Africa, and gender equality; the results of audits recently carried out in various sectors of the Organization, notably that devoted to the World Heritage Centre; the implementation of normative texts in the fields of Culture and Doping in Sport; the follow up to decisions taken at large international conferences in the fields of Science and Communication. Administrative and budget questions, as well as restructuring and reforms under way, plus the questions of staff at Headquarters and in the field, were also subjects of fruitful discussion.

On the eve of the 34th session of UNESCO’s General Conference, during which the Organization’s budget and the medium term strategy will be adopted, Mr Matsuura expressed his satisfaction for receiving, “on a consensual basis,” the support of the Executive Board: “I consider it to be an indication of renewed trust in my management, in the efficiency and credibility of the Secretariat and in the constant efforts to achieve internal reforms at the price of great sacrifices,” he stated.
