The work of the evaluation section is guided by its evaluation plan found in UNESCO's Programme and Budget (C/5).

The Evaluation Plan is based on the 34 C/4 long-term Evaluation Plan. It is a result of extensive consultations with sectors on key evaluation priorities, and it is consistent with the UNESCO Evaluation Strategy (176 EX/27). The Evaluation Plan covers all components of the evaluation universe i.e. C/4 strategic programme objectives (SPOs), thematic evaluations, and decentralized bodies.

All evaluations managed by EVS are subject to quality assurance based on the UN Norms and Standards in Evaluation.

The expected results for the evaluation section during the 2008-2009 period are the following:

  • Quality and cost effectiveness of evaluation outputs improved for both regular and extrabudgetary programmes
  • Capacity increased to undertake evaluations within UNESCO

  • Evaluation results presented to Governing Bodies and utilized to improve as appropriate the management culture of the Organization

  • Effective and efficient use of resources in programme delivery enhanced

  • Recommendations from the review of the evaluation strategy, as approved by the Governing Bodies, implemented
