Its work is guided by the C/5 Evaluation Plan which lists evaluations to be carried out in the biennium. The Evaluation Handbook cements the place and importance of evaluation in UNESCO.
The vision is that evaluation enables UNESCO to meet its mandate. Evaluation provides credible, evidence-based information that forms a fundamental part of the policy development process. When used by management to make organizational and programmatic decisions, evaluation can be a powerful tool that can make the Organization more effective and efficient.
The achievement of the vision rests on the achievement of more specific, intermediate results. The UNESCO evaluation strategy comprises four medium-term results which make up the mission of the evaluation function in UNESCO.

Contribution to results-driven UNESCO
The evaluation strategy contains eight objectives that sit below the mission. Each objective contains a set of actions that are intended to bring about the objectives.

Enhance evaluation capacity
Improve management of evaluations
Contribute to strategic management
Extend evaluation coverage to all significant activities
Secure funding for evaluations
Improve follow-up to evaluation recommendations
