Standards of Conduct for the International Civil Service

As announced by the Director-General in his speech to the UNESCO staff on 12 December 2006, all members of the Secretariat have received a copy of the new ‘Standards of Conduct for the International Civil Service’.

These standards were prepared by UNESCO, based upon the standards welcomed by the United Nations General Assembly in 2001, which the International Civil Service Commission (ICSC) spent three years preparing in order to replace the previous standards adopted in 1954.

“Adapted to meet the new challenges of the twenty-first century, the new standards reflect the way in which the world has changed in recent decades and embody the values promoted by the organizations of the United Nations system. These values, which concern fundamental human rights, social justice, the dignity of the human person and respect for the equal rights of men and women, should inspire and guide international civil servants in their professional activities as well as their personal conduct,” stated the Director-General.

Mr. Matsuura underscored the importance for every UNESCO staff member to read this booklet and to adopt and respect the values and principles contained in the Standards. “By doing this, we shall all contribute to a positive working environment characterized by integrity, professionalism and mutual respect,” he said.

These Standards “define the behaviour and performance expected of international civil servants,” insisted Mr Matsuura. “They are a key to the culture of accountability and transparency that we want to promote in UNESCO,” he concluded.
