Strategic Thinking and Planning
Presentation by the Bureau of Strategic Planning to UNESCO's "Leadership and Change Management Programme" (LCMP) on Strategic Thinking and Planning.

  • Strategic planning (SP) is necessary to identify UNESCO’s objectives/priorities and the means by which they shall be achieved.
  • SP is a tool to help do a better job, focus talents and energies, assess and adjust direction in light of performance and a changing environment.
  • Being strategic is to be clear about objectives, resources and expected results and combining these in response to the wider political context in the short- and medium term.
Choices must be made.

Strategic planning is necessary to shape the intellectual tools for the identification of UNESCO’s goals (including its niche in the world) and the means by which they should be achieved. It is a tool to help the Organization do a better job, focus its talents and energies, assess and adjust direction in light of performance and a changing environment. It is a disciplined effort to produce rational and fundamental decisions that shape and guide what the Organization is, does, and why it does it. Being strategic is to be clear about objectives, resources and expected results and combining these in response to the wider political context in the short- and medium term. Choices must be made. This type of strategic planning must sequentially begin with strategic thinking and entail strategic management and adaptation. What strategies will we need to implement to get there?
