Created in 1993, to respond to the major concerns raised by progress in the life and health sciences, in particular genetics and biotechnology.

Ethical and legal issues addressed include those related to genetic screening and testing, gene therapy, genetic counselling, neurosciences, access to experimental treatment, and genetically modified novel food. An international instrument for the protection of the human genome has also been elaborated : the Universal Declaration on the Human Genome and Human Rights.
