Background
Since the Obasanjo Administration assumed control of the affairs of State in May 1999, an impressive reform process in education has been underway. There are two strategic thrusts to this reform process. The first targets the basic education level while the second is on the higher education sub-sector. Together, these two strands of efforts are converging to assure improved quality of the educational delivery process at all levels. Within this setting, the Virtual Library Project is one of several strategies that has been devised by the Honourable Minister of Education, Professor A. Babalola Borishade to bolster the quality of teaching and learning in Nigerian Schools. This is cast within the critical role that the library plays in the educational enterprise. What is a Vritual (Digital) Library? Virtual library is used to describe libraries in which computer and telecommunications technologies make access to a wide range of information resources possible. It is often referred to as a "digital library" or "electronic library", "community network", or simply, "library without walls". It is called "virtual" because in a good electronic wide area networked library, the user enjoys the euphoria of being in distant libraries, and yet he has not physically moved. Mission To provide, in an equitable and cost-effective manner, enhanced access to national and internaitonal library and information resources and for sharing locally-available resources with libraries all over the world using digital technology. Objectives The major objectives of the first phase of the Virtual Library Project are:
Scope and Implementation Strategy The project will be implemented in five (5) phases. The first phase will involve Nigerian Universities, with a pilot scheme of this phase run in eleven (11) universities. A second phase (medium term) is expected to cover Colleges of Education and Polytechnics while the third (long-term) phase will address the needs of libraries at other levels of the educational system as well as public libraries.
