Nurturing the democratic debate.

20-10-2004 12:15 pm Recent progress in technical and vocational education and training (TVET) and the need to align this branch of education with the methods and objectives of sustainable development will be the focus of debates at an international technical experts’ meeting organized by UNESCO in cooperation with the German Federal Ministry for Education and Research in Bonn, Germany, from 25 to 28 October 2004.


More than 100 experts from around the world will attend the meeting entitled “Learning for Work, Citizenship and Sustainability” which has been organized by UNESCO’s Education Sector in Paris and the UNESCO-UNEVOC International Centre in Bonn.

UNESCO Director-General Koïchiro Matsuura and the German Education Minister Ms Edelgard Bulmahn will open the meeting, which is being held five years after the Second International Congress on Technical and Vocational Education, in Seoul, Republic of Korea. An address will also be made by Ambassador Hans-Heinrich Wrede, Chairman of UNESCO’s Executive Board.

A worldwide survey undertaken by UNESCO to assess the implementation of the Organization’s standard-setting instrument, the Revised Recommendation concerning Technical and Vocational Education (2001) in the Member States, will be presented to the meeting. Emphasis will be placed on the need for Member States to further implement the Revised Recommendation in close conjunction with their engagement with the three interlinked aspects of sustainable development - the economic, the social and the environmental. The central role of TVET in all these three aspects is highlighted in the meeting’s title and agenda.

“The challenge of sustainable development looks set to become one of the dominant themes of international cooperation in the twenty-first century,” says Koïchiro Matsuura, Director-General of UNESCO. “This reflects our fundamental interdependence in a dynamic world that requires constant adaptation from each of us, without exception. The key to this adaptability is education, the vital tool for updating our knowledge, enhancing our capabilities and skills, learning to live together with our differences and attuning ourselves to changing values, beliefs and life-styles. Within the overarching vision of Education for All (EFA), TVET in particular must play a major role in processes of integrated sustainable development. To play this role effectively, TVET itself must adapt and change.”

The meeting is expected to generate an agenda for TVET within the framework of the United Nations Decade of Education for Sustainable Development (2005 – 2014). A Declaration defining the role and contribution of TVET to sustainable development, and an Action Plan for its implementation, will be formulated on the final day of the meeting.
