Council of Europe- Youth


The principle of youth participation finds its full expression in a system of co-management through which the Council of Europe develops its youth policy. Representatives of non-governmental youth bodies and government officials sit together in committees which set priorities for the youth sector and make proposals for the budget and programme. These proposals are then adopted by the Committee of Ministers, the Council of Europe's decision-making body. 

The Council of Europe's main goals for young people are:

  • to encourage young people to play an active role in strengthening civil society in Europe

  • to promote and develop youth policies in Europe, with special emphasis on youth participation
