Afghanistan previously had a well developed system of higher education, which has been disrupted by two decades of war and neglect, and recent discontinuation of female education.    

Objectives :

1. to work with the Ministry of Higher Education to contribute to the refurbishment of selected Higher Education Institutions (commencing with the University of Kabul)
2. capacity building within higher education by facilitating “twinning” arrangements with international Universities in, for example, North America, Europe, Australia etc to ensure exposure of university staff to new sources of knowledge and ideas:
3. UNESCO to actively liaise with UNDP to extend TOKTEN (Transfer of Knowledge through Expatriate Nationals) and with the International Organisation for Migration (IOM) as a mechanism to compensate for the ill-effects of the “brain-drain”syndrome;
4. to develop a strong academic training programme aiming at helping Afghan university and higher education institutions to assimilate good practice and to develop new lecture materials;
5. support the establishment of a central teacher training institution (excluding infrastructure), to provide trained staff for teacher training institutions.
