The reconstruction of education in Afghanistan will entail the employment of many teachers who lack adequate education, professional training and experience.    

OBJECTIVES

1. to develop a team of teacher educators who will constitute a pool of trainers who can provide the short-term courses listed in 2 and 3 below;
2. to provide urgent “crash courses” for the orientation of Year 12 graduates (and some selected Grade 9 graduates) required for teaching duties in the 2002 Back-to-School period but who do not yet have any professional qualifications (practical pedagogic knowledge and training);
3. to provide urgent “refresher courses” for qualified teachers at all levels of the system who may not have taught in recent years;
4. to liaise with other agencies and NGOs to build capacity in the MoE Department of Teacher Training to assess teacher qualifications, levels of competency of teachers, and to set appropriate standards for teacher qualifications at each of the system levels;
5. to plan a strategy for the revival of a system of teacher training institutions throughout the country, with emphasis on curriculum for teacher training and requirements for textbooks and other teaching resources needed within the institutions;
6. to provide some basic equipment and refurbishing to support the reopening of the major teacher training centres.
