  Emergency Educational Assistance for drought-affected and displaced school-age children in Eritrea (on going)  
  The main objectives of this project are to increase the enrollment rate of the schools in the drought affected areas, to provide school stationary to these schools, to prepare teacher guides, to carry out teacher training.  
 

1. Concerned target-population:

The target beneficiaries of this support is an estimate of 40,000 drought affected school children enrolled at the primary level in the three worst affected regions (Anseba, North Red Sea Region and South Red Sea Region).

SRSR : 4,000

2. Area of implementation:

The project will be implemented in the drought affected regions of Anseba, North Red Sea and South Red Sea Regions which have the lowest enrolment and completion rates in the country.

3. Justification

Eritrea faces a double and overlapping emergency: effects of war and drought. As a consequences, the situation is characterised by extreme poverty, displacement of population with majority of children, low literacy rate, low school enrolment and important dropout rate.

Because of the drought and related pastoral lifestyles, children miss out on their right to education. Those who stay in school have poor attendance records. Gender disparities in educational participation are widest in these regions. Preventable diarrhea, malaria, dysentery and common cold are common among school children.

The main reasons for this emergency situation include centralisation of decision-making on curriculum content resulting to an inadequate focus on health, hygiene and environmental education as well as limited children’s participation in community education on health and environmental issues.

For the rapid response to restoring access to school for the drought-affected and displaced school-age children, and to prevent illnesses, UNESCO’s emergency educational assistance strategy is based on innovation exploiting all the possibilities of new contents and new teaching methods to restore the right of Education of these children in situation of distress.

4. Objectives

Education in drought-stricken areas must reinforce and complement immediate relief efforts but it must also be used as a means of setting the pace for a more sustained to an enduring problem such as drought. The overall objective would be to respond to the emergency needs of 40,000 drought-affected and displaced school children in formal institutions and ensure the fulfillment of children’s right to quality education in drought-stricken areas.

5. Activities

In order to improve attendance and performance of school-age children, and to contribute in preventing illnesses among 40,000 school-age children with capacity building approach, the following activities will be implemented:

Provision of basic school supplies and writing materials to 40,000 students in rural schools within the drought-affected sub-zones of Anseba, North Red Sea and South Red Sea Regions;
Develop/update curriculum to include topics on environmental education, health, hygiene, education for Peace and Human Rights;
Organize teacher training for 1000 teachers in school-based curriculum and instructional materials development based on locally identify needs (including health, hygiene and environmental issues, as well as Peace Education and Human Rights)

6. Strategy of implementation

The project will be implemented through a combination of service delivery and capacity building. The MOE will be responsible for overall policy oversight and programme implementation. UNESCO, in cooperation with the other UN Agencies in the field, will provide back-up technical assistance and financial management support. Partnership with other central, regional and community actors and parents will be forget to ensure a more holistic response to the children’s right to quality education.

8. Expected results

The project will:

Improve attendance and learning achievement of children in schools regarding Dakar Declaration "Education for All";
Improve access to essential data & information on education in drought-stricken areas
Contribute to the prevention of illnesses among 40,000 school-age children
Contribute to the prevention of war and improvement of peace in education programmes.

9. Observations and remarks

This project is essential for Eritrean children living in situation of emergency, in the light of the Dakar Declaration, Education for All, April 2000.
