Regional Expert Meeting on TVET Joint Projects in the Arab States

The primary purpose of the meeting will be to agree on cooperative projects for the region that might be commenced in 2006. To assist with this process, some draft project proposals have been developed ahead of the meeting, and they will be discussed, and revised, during the meeting.

The papers and the programme you can find below may be revised further before the meeting. Therefore it is suggested that you check again this website just before you leave for the meeting in Amman, and take with you the latest versions. Background

UNESCO Regional Office - Beirut and the UNESCO-UNEVOC Centre for Technical and Vocational Education and Training have been working together since 2002 to stimulate TVET reform in the Arab States. At a jointly organized meeting of regional experts held in Beirut, December 2002, a number of areas were identified for further work. Following on from that meeting, cooperative projects between the European Union and regional Arab States and specific projects on curriculum development and training of TVET teachers/trainers under the German-Arab Regional Project on TVET, were progressed.

In late 2004 UNESCO organized the International Experts Meeting on Learning for Work, Citizenship and Sustainability (Bonn, 25-28 October 2004) in order to review and follow-up on progress with TVET reform since the Second International Congress on Vocational Education and Training (Seoul April 1999) and to discuss preparations for the UN Decade on Education for Sustainable Development (2005-2014).

Taking into account these previous events and also the considerable amount of progress achieved in many countries in the region, the Experts Meeting to be held in Amman in August 2005 will take stock of current achievements and plan for further work. The meeting is being organized by UNESCO Offices in Beirut and Amman together with the UNESCO-UNEVOC International Centre and in cooperation with the National Centre for Human Resource Development, Jordan.

UNESCO is expecting that the results of this Expert Meeting will reflect positively on programme development for 2006-2007, and will enhance regional cooperation in TVET and socio-economic development. Objectives

The primary purpose of the meeting is to agree on cooperative projects for the region that might be commenced late 2005 or during 2006.

The objectives of the Expert Meeting are to:

1- Discuss and finalize a set of project documents on TVET development in the Arab region, and make it possible for policy makers, experts and specialists to link such projects to national and regional plans of action for development;
2- Identify relevant national, regional and international priorities in TVET development in order to link proposals to existing initiatives in order to facilitate funding for the projects;
3- Facilitate appropriate cooperation and coordination mechanisms between participating Member States and institutions on the projects; and
4- Activate the role of UNESCO-UNEVOC Centres in project development and management, with emphasis on future activities related to the UN Decade on Education for Sustainable Development (2005-2014).

Themes and Fields suggested for Regional Cooperation

UNESCO Regional Office – Beirut and the UNESCO-UNEVOC International Centre for TVET have previously consulted with selective UNEVOC Centres on the themes and fields to be included in the Expert Meeting programme. These themes and fields are:

A- Human Resources Development and Sustainable Development:
1-Human resources development in tourism sector (or other sectors of development);
2-Enhancing private sector participation in TVET;
3-Enhancing Arab women participation in socio- economic development.
B- Development of Quality and Standards:
4-Development of regional standards for tests and evaluation;
5-Development of regional qualifications system in TVET;
C- Curriculum Development and Instructional Materials:
6- Development of Curricula and Training of Teachers and Instructors;
7- Utilization of information and communication technologies (ICT) in TVET.

The Experts in the region may suggest some adjustments or changes to the fields or subjects related to TVET development, taking note of national, regional and international orientations for the future mid-terms plans covering the years 2006-2010. The document disseminated in August 2003 following on from the regional meeting held in Beirut (11-13 December 2002) could also form useful background.

Participation in the Experts Meeting

The participants in the Expert Meeting will include TVET policy makers, experts and specialists from the Arab region and other regions, as well as participants from UNEVOC Centres in the region. Officials responsible for international cooperation in selective Ministries of education, planning and development will also be invited as will representatives of international and regional organizations concerned with TVET development and human resources development (i.e. ETF, EU, UNRWA, ALO, and the Islamic Bank for Development).

Preparation for the Meeting

Participants from Member States will be invited to prepare project proposals related to TVET development in their countries or the region. These proposals will be used in helping to shape an overall approach to priorities in the region and to plan regional initiatives. An outline to assist drafting of proposals will provided to participants soon.

Languages of the Meeting

English will be the main language to be used in the plenary sessions although Arab language can also be used as needed. Interpretation facilities will be available.

Venue and Hotel accommodation

The Meeting will be held at the National Centre for Human Resources Development – Jordan. The assigned hotel for the participants’ accommodation is: Days Inn-Amman Hotel, Omar Bin Abdelaziz Str., AlRabia area, tel.: 962-6-5519011, fax: 962-6-5517077. Airport meeting will be arranged by NCHRD according to flights information.
