Strategy
The strategy for UNESCO’s programme on TVET has two components. The first component is referred to as the upstream component, and it focuses on capacity building and the drive to support policy reform for adapting TVET to the needs of the larger numbers seeking work. Under this component the aim is to boost the ability of education policy makers to implement the Revised Recommendations concerning TVET which UNESCO published alongside the ILO statement on human resources and training development as well as to promote the implementation of the Dakar goals. The downstream component focuses on actions that facilitate the implementation of reformed policies. |

The aim is to revitalize TVET and raise its status by emphasizing quality, relevance to the work place and gender equality. The main objectives of this strategy are:
Promoting the reform of TVET systems
- This is a further consolidation of the Section’s past work as a follow-up to the Seoul Congress and the Seoul + 5 Expert Meeting, promotion of the Revised Recommendations concerning TVE (a sub-regional seminars organized in collaboration with ILO, a world-wide survey to monitor the implementation of the Recommendation whose results is to be presented in 2005). Promotion of dialogue/exchange of information on innovations among countries will be a main modality of action.
- Improving the quality of TVET programmes through the diversification of contents and methods
- Specific activities will include sharing of the concrete experience in selected countries to inspire other countries and training of Ministry officials, provision of seed money and technical assistance to initiate a similar reform process. Inclusion of work-related knowledge and skills in general secondary education to help general secondary education to be reoriented to better equip young people with competencies for life.
- Providing vocational skills development to reach and empower the marginalized
- Focus will be on out-of-school youth with a particular emphasis on those in the rural areas and in the post conflict countries. Technical assistance will be provided to strengthen national capacity in policy formulation and to set up appropriate mechanisms (coordination, monitoring) to facilitate the implementation of the policy and this would be carried out in the framework of EFA, in close collaboration with other Divisions, Field Offices (intervention at country level), and concerned Institutes. |
