This flagship programme addresses two sets of issues. The first involves the substantive challenges of recruiting, educating, appraising and paying teaching professionals, and then providing a quality teaching/learning environment in which to operate. The second revolves around the challenge of ensuring that teachers and their organizations are fully involved in educational decision-making at all levels of the education system, including the formulation and implementation of EFA national plans.
