  Governmental Institutions  
  UNESCO’s role is clearly to support the plurality of multilateral, bilateral and non-governmental organizations and government institutions working in emergency situations with holistic technical support and to provide leadership in the sector-wide reconstruction of education systems that will provide a framework for peaceful and sustainable national development.  
 
  UNESCO can play an important role in bridging the so-called ‘relief - development gap’. Compartmentalization between ‘relief’ or ‘humanitarian assistance’ and ‘development aid’ still continues in many forms, including donor funding and agency mandates. UNESCO can help to build the bridge through education, which is a necessary component of early emergency response, but which has developmental consequences.

Norwegian Development Cooperation (NORAD)
The sector programmes comprise a broad approach to the sector and include the construction and rehabilitation of schools, the development of curricula, the development and distribution of teaching materials, teacher training and teaching for children with special needs.

NRC wants to be a forceful advocate for the rights of refugees and internally displaced persons, internationally as well as in Norway. Advocacy is an integrated part of their program activities.

Swedish International Development Cooperation Agency - Humanitarian Assistance and Conflict Management
The prevention of conflicts and catastrophes is an important part of Sida's charge. The partner countries are responsible for their own development. Sida contributes resources and develops skills and competence.

United States Agency for International Development - USAID
U.S. foreign assistance has always had the twofold purpose of furthering America's foreign policy interests in expanding democracy and free markets while improving the lives of the citizens of the developing world. Spending less than one-half of 1 percent of the federal budget, USAID works around the world to achieve these goals.
