  National transition plans  
  UNESCO is providing assistance to national authorities in the development of national transition plans for education systems in Afghanistan, Angola, Côte d'Ivoire, Republic of Congo, Democratic Republic of Congo, Iraq, Sudan and Sierra Leone.  
 
  Such plans usually follow a period of conflict, and are designed to sustain basic educational needs and to provide for rehabilitation and reconstruction. At the same time, they also usually incorporate planning to ensure that the sector is developed in such a way that it takes into account the future needs of the society as a whole, often with UNESCO assistance.
