  Capacity building  
  Capacity-building is a key feature of education in emergencies and reconstruction. At grass-roots level, it is necessary to train teachers and head-teachers in new skills related to the unusual and stressful situation, and often to train many inexperienced teachers in the basics of education. Project management staff and education advisers drawn from national or refugee communities need guidance and training, with the objective of increased self-reliance and/or effectiveness. Ministries and district education offices need material assistance as well as training and guidance to re-establish functioning after periods of crisis.  
 
  At the level of implementing agencies and field staff of the United Nations, there is a need for greater awareness of the special features of education in situations of emergency and in post-conflict situations. There is also a need to strengthen international standby capacity, especially in respect of education for post-conflict reconciliation and reconstruction.

As may be seen from the foregoing, there is a substantial workload in the coming years to permit the needed development of the field of education in emergency and reconstruction. The strategic dimension, assessment and capacity-building are in general neglected. There is a clear gap that UNESCO can fill, focusing over the longer term on capacity-building, development of training materials and training teams in field operations. UNESCO will therefore seek to promote capacity-building within the Organization itself, within the United Nations system and in the field.

Inaugural Seminar: Training and Human Capacity-Building in Post-Conflict Countries, Date and venue: 17-19 November 2003, Hiroshima
The inaugural seminar marking the opening of the Asia-Pacific Office of the United Nations Institute for Training and Research (UNITAR) in Hiroshima will be devoted to Training and Human Capacity-building in Post-Conflict Countries.
