  Global Forum Action Plan
The Global Forum Action Plan focuses on UNESCO's standard-setting, capacity-building and information dissemination functions:

• Standard-setting activities - exploring policy issues related to transborder providers of higher education such as those concerning quality assurance and accreditation; review of the regional/inter-regional conventions on the recognition of qualifications

• Capacity building/ Information activities - research and analytical studies on the impact of new higher education developments in different regions; training workshop and elaboration of tools to inform stakeholders on recent developments in higher education

Global Forum activities aim to support Member States in the formulation of appropriate policies and strategies in meeting the challenges of globalization to higher education.

The Global Forum Action Plan was initiated at the Global Forum Launch Meeting held at UNESCO Paris in October 2002.
