  Madagascar  
  Despite an active participation of donors, the economic and social situation in Madagascar remains rather troublesome with 9 million of the population living in poverty. The situation is aggravated by cholera pandemic (1999-2000) and hurricanes. The political crises which have been shaking the country these last years has also a paralysing effect on the national economy. The country is heavily indebted as well.  
 
  The educational system in Madagascar is heavily disturbed by the economic situation of the country and as well natural disasters. Parents have difficulties in financing schooling of their children, national budget is inadequate. All this influences the teaching environment and the quality of education. Additionally, regional disparities are rather large.

Total expenditures for education (in % of GNP) : 1.9 % (1985)
Pupil/teacher ratio : 59 (1995-96)
