UNESCO Islamabad has been playing a catalytic role with very limited resources that it was able to generate locally. During 1996-98, materials for training of teachers and school heads were developed and initial pilot training courses were organized. During 1999-2000, UNESCO Islamabad developed a package for training of teacher trainers under the Greater Azra Initiative, an umbrella project funded by the Govt. of Japan. The EFA 2000 Assessment on Afghanistan was prepared with SPPD funding support from UNDP. A set of 30 instructional charts, supplementary readers for children and a guidebook/manual for teachers was produced during 2001 and widely disseminated to Afghan schools managed by NGOs.
