  Palestinian Authority  
  Since the policy of reoccupation of the Territory and a strict closing of borders imposed by Israel for security reasons (division of territories in 50 isolated enclaves), the Palestinian population is experiencing an aggravated humanitarian crisis : mobility more than reduced, impossibility to have access to the most basic services. The present economic and social crisis only aggravates this tragic situation and makes the peace negociations more difficult.  
 
  Total population (1999) : 4.5 million

On going programmes and projects :
Project 1 : Programme of financial assistance for 460 primary schools in difficulties.
Project cost : US $ : 230 000
Source of financing : Carry over funds
Project 2 : Technical assistance and participation to the work group on education in emergency situation.
Project 3 : Contribution to the Multipurpose Community Ressource Centre (MCRC) for the implementation of non formal educational projects.
Project cost : US $ : 20 000
Source of financing : Extra budgetary
Project 4 : Participation programme. Assistance to Palestinian university students.
Project cost : US $ : 25 000

UNESCO multi-purpose community centres in Naplouse and Gaza were established to develop special youth programmes in their respective communities. The activities included skill training, conflict resolution techniques, concept of human rights, group work and cultural events. The Palestine refugee community has traditionally placed great emphasis on education as the key to a better future. Despite often difficult circumstances, Palestinians are one of the most highly educated groups in the Middle East. This achievement has been made possible in large part by the contribution of UNRWA in educating three generations of refugees.
