  UNESCO's actions concerning emergency educational strategies and programmes are closely interlinked with other agencies and NGO's also acting in the field, all of them working with the aim of keeping the right to education under any circumstances as a fundamental principle.  
 
  UNESCO is determined to strengthen cooperation with all its partners, and in particular with the UN system agencies and with NGO's.
