The International Fund for Cultural Diversity established under the Convention (Article 18) is a fund put at the disposal of Parties in order to foster the emergence of a dynamic cultural sector. Use of the Fund’s resources is decided by the Intergovernmental Committee in accordance with the guidelines provided by the Conference of Parties.
The resources of the Fund consist, in particular, of voluntary contributions made by the Parties and gifts or bequests by other States, other regional or international organizations, public or private bodies and individuals. Resources may also take the form of funds raised through collections and receipts from events organized for the benefit of the Fund.
By Resolution 1.CP 7 adopted at its first ordinary session, the Conference of Parties decided that taking into account its multi-donator’s nature, the Fund provided by Article 18 of the Convention shall be managed as a Special Account, in accordance with Article 6.6 of the Financial Regulations of UNESCO. It also approved the Financial Regulations of the Fund. In August 2007, the Special Account of the Fund was created.
Use of the Fund’s resources is decided by the Intergovernmental Committee on the basis of guidelines determined by the Conference of Parties referred to in Article 22 (Article 18. 4 of the Convention). The Conference of Parties approved, in June 2009, the Guidelines on the use of the resources of the Fund in compliance with Article 18.4, specifying its priorities and modalities, thus opening the operational phase of the Fund.
