Conflicts have always represented a serious threat to the integrity of cultural property. The 1954 Hague Convention is the first international multilateral treaty with a universal scope which is exclusively centred on the protection of cultural goods in the event of armed conflict. Two Protocols, of 1954 and 1999, supplement and reinforce the provisions of the Convention, in particular with regard to the safeguarding and respect of cultural property.
