Selection Criteria
Projects submitted for examination by the Administrative Council will have to fall within the following categories: |

- Promotion of diversity in all its forms of contemporary cultural expression, through the promotion of various cultures (the values they embody and the forms of expression, which ensure their authenticity and identity) in accordance with the autonomy and freedom of expression of the artists.
- Improving the efficiency and the correct management of national or regional, cultural and artistic institutions, as well as of any other structure or equipment with a cultural calling, through, among others, the training of specialists in development and cultural action (planners, managers, artistic activity leaders, technicians).
- Research in the field of contemporary cultural practices. (Including cultural development, cultural production and circulation, etc.)
- Promotion of culture with new audiences and new publics, namely by the organization of exchanges and of network development.
Selection criteria of operations financed by the Fund, established in accordance with the objectives indicated in its Statutes, as well as through the new orientation defined by its Administrative Council, take into account the fact that the Fund is essentially a body oriented towards promotion and management. Operations financed by the Fund in total or in part should encourage cultural development by endeavouring to promote initiatives, notably projects using innovative methods of promotion and management, and research and experimentation. An important aspect of these operations should be the multiplying effect, i.e. having potentially the capacity of serving as an example or of encouraging new fundraisers to invest in such projects. The notions of profitability and job creation should also be taken into consideration.The Fund resources can on no account be used to achieve the following ends: absorption of budget deficits, making up of working capitals, constitution of securities, management expenditure, purchase of land, buildings or vehicles, building expenditure. As a rule, the Fund does not renew assistance granted to an individual or an institution and it does not support projects concerning:- The publication of dictionaries, atlases, or encyclopaedias, or the regular running of magazines or other periodicals
- The making of fiction feature-length films
- Meetings other than those organized by the Fund itself
- Fellowships (other than the UNESCO-Ashberg fellowships for artists) or study trips
- Projects conceived in another country than the one in which they will be implemented without having obtained the support of national authorities concerned
Projects submitted for financing to the Administrative Council of the Fund should all be framed within a development strategy through a cultural activity. Moreover, they will have to correspond to one or several among the following criteria:- To serve the cause of safeguarding cultural diversity, of values conveyed by or embodied in the cultural traditions of the country or region, in total accordance with human rights, equal opportunities between sexes, tolerance and fight against racism.
- To foresee a minimal contribution in economic, social and educational benefits to an underprivileged social group, notably by the creation of stable jobs, or through training to improve know-how in the field of cultural management.
- To imply an innovative use of new technologies.
Selection of projects will also be based on technical and financial considerations. As a general rule, contributions from IFPC should cover only part of the provisional budget, the other part being taken in charge by the future beneficiary or by other public or private support institutions, prepared to join in the realization of the project concerned. Evidence of the complementary financing will have to be given before the Council may study the application and its financial feasibility. Indeed, special attention will attach to:- Results expected and their relevance to the binomial ‘culture and development’.
- Administrative, technical, financial and educational measures, which the future beneficiary intends to take in parallel to the Fund’s aid.
- Arrangements made to ensure the financing of the project after its launching phase.
- Utilization of incomes to be expected from the sale of films, books, records, etc., resulting from the project.
Beneficiaries of a financial support by the Fund commit themselves to:- Provide a detailed report on the realization of the project, enhancing the real results obtained in relation to expected results and indicating the precise utilization of the financial support granted by the Administrative Council of IFPC.
- Display UNESCO’s and IFPC’s logo on all printed texts, audiovisual or electronic aids used to promote or distribute information concerning the project as a whole.
- Deliver to the IFPC Secretariat a copy of all documents (publication, audiovisual or sound tape, CD-Rom, DVD, etc.) produced during the implementation of the project.
