It was jointly prepared by the Secretariats of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the World Customs Organization (WCO), cooperating to combat illicit trafficking in cultural property.

UNESCO and WCO recommend that their respective Member States consider adopting, in its entirety or in part, this Model Export Certificate for Cultural Objects as their national export certificate for such specific objects. This standard, rigorous yet practical, export certificate is designed specifically for cultural property and will benefit States, police and customs officials.
