At the First Session of the Intergovernmental Meeting of Experts (UNESCO, Paris, 20-24 September 2004), the Plenary established a drafting committee composed of 24 members (four per electoral group). It took place from 14 to 17 December 2004 at UNESCO Headquarters.

On the basis of written comments received by the UNESCO Secretariat between July and November 2004, submitted by numerous Member States, NGOs as well as the three IGO (UNCTAD, WIPO and WTO), the Committee was given the mandate of preparing a revised text of the preliminary draft convention.

The revised version of the Preliminary Draft Convention was submitted to the Second Session of the Intergovernmental Meeting of Experts (31 January - 11 February 2005)
