On 18 March 2004, Lithuania ratified the International Convention on Cybercrime , thus enabling the instrument to enter into force on 1 July 2004. The Convention and its Explanatory Report had been adopted by the Committee of Ministers of the Council of Europe at its 109th Session (8 November 2001). It was opened for signature in Budapest, on 23 November 2001, on the issue of the International Conference on Cybercrime. Its entry into force requested 5 Ratifications including at least 3 member states of the Council of Europe.
