UNESCO regards creativity as a major component not only of spiritual life, but also of the material and economic life of persons and populations.

Artists play an essential role in society and their status is therefore all-important. Accordingly, UNESCO is implementing the 1980 Recommendation adopted by the General Conference in relation to this subject as well as the Final Declaration of the 1997 Congress concerning its follow-up. In particular the Organization is setting up a World Watch on the Status of the Artist for the purpose of updating legislation in this matter. Provisions for copyright and neighbouring rights too are directly linked.

Lastly, in order to create interest among young persons and give them training, UNESCO is campaigning to introduce art education into school programmes, an initiative that may have legal implications.
