UNESCO works to create an enabling environment, which is conducive to and facilitates universal access to information and knowledge, including setting standards, raising awareness and monitoring progress to achieve universal access to information and knowledge.
UNESCO also helps developing effective "infostructures", including developing information standards and management tools, strengthening libraries and archives a key actors in knowledge societies, and fostering access at the community level.
