Needs and opportunities assessment study
The study was conducted by two scholars of the Public Policy Research Group (Núcleo de Pesquisa em Políticas Públicas – NP3) of the University of Brasilia. For this purpose, municipalities in different sub-regions were selected and visited to collect information on experiences and projects related to e-governance. The study also includes a comparative study on governance factors in Latin American legislative websites, guidelines for elaborating a training programme, a glossary of terms, and a list of useful internet links. The final report is available online

Capacity-building and regional observatory
In cooperation with the Universidad Externado de Colombia in Bogotá, an online Observatory initiative has been strengthened to provide useful information on e-governance projects, best practices, policies, training tools, as well as to implement interactive tools for citizen participation.
