UNESCO to hold Workshop "Exploring Privacy and Social Networking" at the Fifth Internet Governance Forum (IGF) Meeting in Vilnius, Lithuania

UNESCO to hold Workshop "Exploring Privacy and Social Networking" at the Fifth Internet Governance Forum (IGF) Meeting in Vilnius, Lithuania

Building on outcomes from the High Level Debate on Social Networking at World Summit on the Information Society (WSIS) Forum 2010, UNESCO is organizing a workshop at the forthcoming IGF in Vilnius, Lithuania, as a follow-up on previous discussions focused on the issue of privacy and legal frameworks for privacy protection.
UNESCO has been concerned with the issue of privacy in the context of the “free flow of information”, which is at the core of UNESCO’s mandate. Previous discussions shared the view that social networking tools have tremendous potential to promote freedom of expression and political and social cohesion. New legal and regulatory instruments for social networking have been developed by various agencies, but due to social networking’s transnational nature, challenges exist in the application of these instruments, with the discrepancy between the legal framework of the online territory and that of national territories.

The workshop will bring different multi-stakeholders around the world, and will take a broader approach to examine the interaction between privacy protection, freedom of expression and security. The sub-themes include:

  • Global dynamics and trends in policy and legal frameworks concerning Internet social network diffusion
  • How users’ privacy could be protected without compromising their right to freedom of expression
  • Women’s rights and child protection
  • Implications of mobile Internet on social networking

  • The workshop will take place in Room 8, Lithuanian Exhibition Centre LITEXPO, Vilnius, 4.30-6.30p.m., 15 September 2010. Mr Jānis Kārkliņš, UNESCO’s Assistant Director-General for Communication and Information will chair the meeting. The speakers include:

  • Mr Richard Allan, Director of Policy, EU, Facebook
  • Mr Van Nistelrooij, European Parliament
  • Ms Ceren Unal, Bilkent University Faculty of Law, Turkey
  • Mr Rafael García, Head of the International Department of the Spanish Data Protection Agency
  • Mr Ivo Corrêa, Senior Policy Counsel, Google Brazil
  • Mr Pavan Duggal, Advocate, Supreme Court of India and President, CYBERLAWASIA

  • The workshop welcomes remote participation through access to the IGF website.
